    The second issue is the impact of any filter on internet download speeds. A variety of reports have made claims that the filter has the capacity to slow the internet by as little as 2 per cent and as much as 87 per cent. With so much commercial, social, community and educational activity now conducted online, the proposed filter at its worst proposes an almost unworkable solution for all consumers of the internet.
